If this job class is used to fill the position, the successful candidate will be hired on at the following salary: Associate Business Systems Analyst: $98,070.00 Hours of Work: 4/10's, 6am-4:30pm, Mon-Thurs. This position will be based in the Water Quality Laboratory at the River Mountains Water Treatment Facility located in Henderson, Nevada. The ideal candidate will have experience with Laboratory Information Management Systems (LIMS), laboratory processes and procedures, laboratory instrumentation software, and reporting platforms. They will leverage this expertise to ensure data integrity, regulatory compliance, and operational efficiency within an EPA-regulated environment. This role serves as a liaison between laboratory staff, including Quality Assurance personnel, and Enterprise Technology teams. This position requires strong written and verbal communication skills and the ability to translate laboratory business and system requirements into actionable technical solutions in collaboration with Enterprise Technology and external vendors. The successful candidate will be able to work independently and collaboratively, manage competing priorities in a fast-paced environment, and meet tight deadlines. They will perform a combination of project management, business administration, and business systems analysis responsibilities, including training laboratory staff on software workflows, processes, and system functionality. INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation. GENERAL PURPOSE Under general supervision, performs a wide variety of duties in analyzing enterprise and/or departmental business processes to identify and participate in developing and implementing technology solutions to meet business and operational requirements; performs applications quality assurance and user acceptance testing and problem resolution; performs detailed systems documentation; provides a variety of user training and support; and performs related duties as assigned. DESIRED MINIMUM QUALIFICATIONS Knowledge of: Principles, concepts and practices of business process and systems analysis including business process and data modeling; principles of software lifecycle management; systems design theory, concepts and principles including data management and administration and development concepts; current business management theory and concepts and techniques for process improvement; standard project management tools and techniques; Agile development methodologies; District and/or departmental business processes commonly supported by applications; standard business software, including word processing, spreadsheet, presentation, graphics and database programs; laws, codes and regulations pertaining to the use of computer hardware and software; principles and practices of sound business communication; basic principles and practices of effective team leadership. Ability to: Develop conceptual frameworks and apply sound technology, business management and process improvement techniques to development of requirements for integrated, business based technology solutions to operational and service delivery problems and issues; facilitate user and cross-functional team meetings, negotiate understanding and build consensus agreements; assist in performing basic project management and program coordination responsibilities; work collaboratively with department and Information Technology team members to ensure project accountability and success; set priorities and balance responsibilities for multiple projects and initiatives to ensure timely, high quality results; read, understand, interpret, explain and apply complex business and technical information, evaluate issues and alternatives and reach sound independent conclusions within established policy guidelines; communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing; prepare clear, concise and comprehensive reports, documentation and other written materials; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain highly effective working relationships with all levels of department and IT staff, consultants, vendors, contractors and others encountered in the course of work. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major coursework in business or public administration, management information systems or a closely related field; and three years of progressively responsible professional business systems analysis experience; or an equivalent combination of training and experience. Experience in a government or public utility setting is highly desirable. Licenses; Certificates; Special Requirements: A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.
