Standard Job Description Leads workforce planning and workforce management activities for the Canadian RMS business. Serves as the business owner for the Vemo workforce management platform, responsible for implementation, governance, adoption, and continuous improvement to ensure consistent utilization across all functions. Partners with business leaders to forecast workforce requirements, identify capacity risks and opportunities, and provide data-driven insights that support operational and strategic decision-making. Establishes workforce management governance, including a Workforce Management Council and associated planning routines, to drive accountability and alignment across the organization. Develops and maintains workforce reporting and analytics, providing visibility into workforce demand, capacity, utilization, overtime, banked hours, vacation liabilities, workforce trends, and future workforce requirements. Assesses workforce management capabilities and determines the processes, routines, governance structures, tools, and resources required to build and sustain an effective workforce management function. Key Responsibilities Lead workforce planning, forecasting, and capacity management for Canadian RMS. Serve as the business owner and subject matter expert for the Vemo workforce management platform, including implementation, optimization, governance, and adoption. Establish and chair the Workforce Management Council and related governance routines. Develop workforce planning processes, standards, operating rhythms, and accountability frameworks. Assess workforce management maturity and identify required capabilities, processes, tools, governance structures, and future resourcing needs. Provide reporting, analytics, and insights related to workforce demand, capacity, utilization, overtime, banked hours, vacation balances, and workforce trends. Develop workforce dashboards, scorecards, and executive reporting. Conduct workforce modeling and scenario planning to support strategic business decisions. Identify workforce risks, gaps, and optimization opportunities, and recommend mitigation strategies. Drive continuous improvement of workforce management systems, processes, reporting, and governance practices. Basic Qualifications 8+ years of progressive experience in workforce management, workforce planning, operations, analytics, human resources, finance, or a related field Demonstrated experience leading cross-functional initiatives, implementing workforce management solutions, developing workforce analytics, and influencing business decisions through data-driven insights. Post-secondary education in Business, Human Resources, Analytics, Finance, Operations, or a related discipline is typically required. Desired Skills Canadian Defence industry experience in Workforce Planning. Ability to communicate in both official languages. Project Management Profession certification. Organizational development experience.

Post-secondary education in a related discipline is typically required; Canadian defence workforce planning experience, bilingual communication, project management certification, and organizational development experience are desired.
