Salary: Starting at 145,000 POSITION SUMMARY The Director, Enterprise PMO establishes and leads Milton Hydro's project management office, providing the governance, standards, tools, and delivery capability to execute the corporate project portfolio — capital, technology, regulatory, and business-transformation initiatives. The role is accountable for ensuring the right projects are selected, sequenced, and delivered on time, on budget, and on benefit, and for maturing project-management discipline across the utility. The Director acts as the single point of accountability for portfolio health and is a trusted advisor to the executive team on prioritization, capacity, and risk. KEY DUTIES * Own and continuously mature the enterprise project and portfolio management framework, including methodology, stage-gating, templates, and governance forums. * Lead the portfolio intake, prioritization, and sequencing process, balancing strategic value, regulatory obligations, resource capacity, and budget. * Provide accurate, timely portfolio-level reporting on scope, schedule, cost, risk, benefits, and interdependencies to the VP, executive team, and Board. * Oversee and lead the delivery of major cross-functional, capital, and technology projects, intervening to remove obstacles and recover at-risk initiatives. * Partner to establish and enforce project financial controls, including budgeting, forecasting, and variance management, in partnership with Finance. * Build project-management capability across the organization through coaching, standards, training, and a community of practice. * Manage resource allocation and capacity planning across the project portfolio, including the use of internal staff, contractors, and vendors. * Lead vendor and contractor selection and performance management for project delivery, ensuring value and compliance with procurement policy. * Align the portfolio with OEB investment planning, asset-management priorities, and the Distribution System Plan. * Champion a culture of disciplined delivery, benefits realization, and continuous improvement in project practices. KNOWLEDGE * Strategic thinking and enterprise perspective — connects projects to corporate outcomes. * Decisive leadership and the ability to influence senior stakeholders and recover troubled initiatives. * Financial and analytical rigor with strong attention to portfolio-level detail. * Excellent communication and executive-reporting skills. * Change leadership and the ability to build discipline without creating bureaucracy. EXPERIENCE & EDUCATION * Bachelor's degree in Engineering, Business, Information Technology, or a related field; MBA or master's an asset. * Project Management Professional (PMP); Program Management Professional (PgMP), PfMP, or Prosci change-management certification an asset. * Minimum 8 years of progressive project/program management experience, including 3+ years leading a PMO or enterprise portfolio. * Demonstrated success delivering capital and technology projects, ideally within a utility, energy, or regulated environment. * Strong knowledge of portfolio governance, project financial management, and risk management. * Familiarity with the Ontario electricity sector, OEB regulation, and utility capital planning is strongly preferred. Requirements
Candidates must have a bachelor's degree in Engineering, Business, or IT, with an MBA or master's degree considered an asset. A minimum of 8 years of progressive project management experience is required, including at least 3 years leading a PMO or enterprise portfolio.
