Job Title: Project Manager (Saskatchewan) Position Reports To: Senior Project Manager Job Location: Saskatchewan – On-site Salary: $120,000-$138,000 CAD About SkyAlyne SkyAlyne is a team of defense, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). SkyAlyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defense leaders. The partnership was built to jointly answer the call for the Government of Canada’s FAcT program. In 2023 SkyAlyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program. The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at SkyAlyne’s Ottawa headquarters in Kanata, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB. In collaboration with the Government of Canada and several major Canadian subcontractors, Team SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more. Job Overview The Project Manager is responsible for providing comprehensive field-level supervision and quality assurance. A key responsibility of this role includes ensuring the Design Build Contractor delivers facilities that meet our operational needs, design intent, and contractual obligations. This entails being knowledgeable with project specifications, safety standards and regulatory requirements. This position will liaise between the SkyAlyne transition and infrastructure teams, as well as site stakeholders, while upholding protocols and access requirements of the host locations. This role plays a key role in delivering the Future Aircrew Training (FAcT) program and serves as the primary on-site representative, coordinating with subcontractors, stakeholders, and project managers to monitor progress, resolve issues, and maintain alignment with project timelines. Duties and Responsibilities Monitor daily construction activities to confirm compliance with approved plans, specifications, and timelines, escalating issues promptly to prevent delays. Identify and report deviations, deficiencies, or potential risks. Oversee quality standards of materials, workmanship, and building methods and addressing deficiencies to meet contractual and operational requirements. Participate in site inspections, testing, and commissioning to verify readiness and functionality of facilities. Coordinate with the Design Build Contractor and program stakeholders to ensure minimal disruption to host site operations. Serve as the primary on-site contact, maintaining regular communication and reporting between contractors, stakeholders and SkyAlyne’s JMO to resolve issues and keep progress aligned. Support coordination with site personnel, including military, government, and site owners’ representatives. Maintain accurate site documentation, and progress reports, to support decision making. Track milestones and schedule adherence, reporting variances and supporting corrective actions to keep the project on track. Assist in reviewing and validating contractor invoices and claims. Promote and enforce compliance with safety, environmental, operational, and security protocols, ensuring adherence to regulatory and contractual requirements. Other duties as assigned. Qualifications and Experience Minimum of five (5) years of experience in a relevant position in construction oversight, infrastructure project coordination, or site management. Familiarity with Design-Build delivery models and public infrastructure projects. Proven experience working with building codes, safety standards, and quality assurance practices. PMP or equivalent certification would be an asset. Experience working within government and/or knowledge of federal procurement and contracting processes is an asset. Excellent communication and interpersonal skills. Experience with digital project management tools (e.g., Procore, MS Project). Travel will be required primarily to Ottawa, with additional travel within Canada as needed. Experience in the Defence and Aerospace industries would be an asset. Be able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance. Eligible to work in Canada. Strong oral and written English language capabilities.
