Position: IT Project Manager Location: Toronto, ON Job ID#: RQ11582 Duration: 7 Months Role Overview We are seeking an experienced Project Manager / Leader to lead large-scale, complex, high-profile IT initiatives within a public sector environment. The successful candidate will be responsible for overseeing project delivery, ensuring business requirements are met while maintaining scope, budget, timelines, compliance, and overall project effectiveness. Key Responsibilities Project Management Lead large-scale, complex, high-profile, and high-risk IT projects. Ensure project deliverables meet business requirements on time, within scope, and within budget. Maintain compliance with established project management methodologies and frameworks. Develop and manage detailed project schedules, integrated plans, deliverables, and project scope. Monitor, forecast, and report on project costs to ensure financial objectives are achieved. Coordinate and monitor project processes while developing and communicating project guidelines and procedures. Establish and participate in governance forums, steering committees, and stakeholder meetings. Deliver project, program, and portfolio reporting to senior stakeholders and executives. Leadership & Stakeholder Management Lead organizational development initiatives, strategy development, business planning activities, and funding requests. Source, onboard, and manage project resources across multiple disciplines. Define roles, responsibilities, expectations, and deliverables for project team members. Resolve resource-related and interpersonal conflicts. Facilitate knowledge sharing and collaboration across project teams. Manage stakeholder relationships and expectations through effective communication and engagement. Financial Management Develop and manage complex project budgets involving multiple funding channels and dependencies. Ensure strong fiscal control, accountability, forecasting, reconciliation, and budget governance. Risk & Change Management Identify project risks and issues proactively and implement mitigation strategies. Escalate and communicate risks and issues to senior decision-makers. Lead change management activities to support successful project implementation and adoption. Address organizational resistance and build stakeholder support throughout project lifecycles. Project Governance & Best Practices Promote project management standards, methodologies, and best practices. Support quality control and effective utilization of technology resources. Stay informed on emerging technology trends, tools, and methodologies. Adapt project approaches to support evolving business and technology environments. Required Qualifications General Skills Extensive experience managing large, complex IT projects. Experience developing project schedules, plans, budgets, and deliverables. Strong project governance, reporting, and stakeholder management capabilities. Experience directing project teams and ensuring timely delivery of project objectives. Proven ability to manage risks, issues, resources, and project dependencies. Strong communication, leadership, facilitation, and organizational skills. Ability to work effectively in dynamic and changing environments. Desirable Skills Knowledge of Project Management Institute (PMI) standards and PMBOK methodologies. Understanding of Information Management principles, concepts, policies, and practices. Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) requirements and standards. Experience evaluating technology resource requirements, including software and hardware. Strong issue resolution, troubleshooting, and conflict management capabilities.
