Position: IT Technical Business Analyst - Senior Government of Alberta Rate: $99-$116/HR Location: 100% ONSITE EDMONTON, AB Requisition Closing Date: SEPTEMBER 13th, 2026 8:00 AM MST POSITION SUMMARY: The Senior Business and Change Management Analyst provides strategic business analysis, organizational change management, process improvement, business intelligence, and application support services to support the achievement of the objectives of the Appeals Commission for Workers Compensation. This role is responsible for ensuring business processes, systems, programs, and services are effectively developed, enhanced, maintained, and adopted across the organization. The position supports the IT Project Manager during the planning, coordination, and delivery of complex initiatives from project initiation through implementation and post-deployment stabilization. The incumbent works closely with business stakeholders, project teams, leadership, and technical resources to identify business needs, develop solutions, and successfully guide organizational change. Activities typically include business process review and re-engineering, policy and business rule analysis, requirements gathering, stakeholder engagement, change impact assessments, communications, training, resistance management, and adoption planning. The Senior Business and Change Management Analyst is expected to spend 60% of the time working on Business Analysis tasks and 40% of the time working as a Change Management specialist, however, these allocations are subject to change based on project needs. Key Responsibilities Business Analysis and Project Delivery Lead and support projects from inception through implementation to ensure improved program and service delivery aligns with divisional and organizational strategic priorities. Conduct discovery sessions, stakeholder interviews, workshops, and business needs assessments to identify business challenges and opportunities. Elicit, analyze, document, and validate business, functional, and technical requirements. Develop business cases, process maps, user stories, use cases, and other project documentation. Analyze and evaluate current business processes and recommend improvements to increase efficiency, effectiveness, and service quality. Support the development, enhancement, testing, implementation, and maintenance of business applications and systems. Collaborate with project teams, technical resources, and business stakeholders to ensure solutions meet business objectives. Facilitate user acceptance testing (UAT), business readiness assessments, and implementation activities. Assist the project manager in the identification of risks and issues and recommend mitigation strategies. Organizational Change Management Develop and execute change management strategies and plans that support successful adoption of business processes, systems, and organizational initiatives. Conduct stakeholder analysis and change impact assessments to identify organizational risks, readiness factors, and adoption requirements. Partner with business leaders and project teams to build awareness, commitment, and support for organizational change. Develop and implement communication, engagement (sponsor roadmap), resistance management, coaching, and training plans that address stakeholder needs throughout the change lifecycle. Assess organizational readiness and recommend actions to improve change acceptance and sustainability. Support leaders in managing resistance and reinforcing desired behaviors and outcomes. Measure and monitor adoption, utilization, and proficiency of implemented solutions and identify opportunities for continuous improvement. Facilitate workshops, presentations, and change-related discussions to support stakeholder engagement and organizational alignment. Operational Support and Continuous Improvement Support operational initiatives and ensure alignment with divisional goals, strategies, and priorities. Analyze business performance measures and identify opportunities for process optimization and service improvement. Provide recommendations to leadership to support informed decision-making. Contribute to business planning, operational planning, and continuous improvement initiatives. Develop and present options, recommendations, and implementation approaches to executives and decision makers. Preference may be given to candidates with experience in: Organizational Change Management methodologies (e.g., Prosci ADKAR, ACMP, Kotter, or equivalent). Business process mapping, engineering, re-engineering and continuous improvement. Experience with Value Stream Mapping is a plus. Stakeholder engagement, communications planning, and training development. Developing, enhancing, and supporting complex business applications. Agile, Scrum, Waterfall, and Hybrid project delivery methodologies. User acceptance testing, business readiness assessments, and implementation planning. Developing and presenting recommendations and options to senior leadership. Public sector environments and regulatory frameworks. Business intelligence, reporting, and performance measurement. Mandatory Qualifications: (Minimum 7 years) (Must meet or exceed years of experience) Demonstrated experience in developing integrated plans, portfolio and project reporting and communicating progress to senior executives. Experience assisting clients to execute strategies with technology, process, organizational design and IT operations. Experience in a project management role. Experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.) that adhere to legislative, legal and audit requirements for content management systems. Experience leading project governance, change management and communication activities. Experience supporting and collaborating directly with stakeholders, external (public users) and internal business areas. Ability to co-ordinate and communicate necessary information well to all clients. Experience with various software development methodologies (i.e. agile, waterfall, scrum, Kanban, etc.). Experience working with cross-functional teams to understand detailed requirements and align the design to product vision and user needs. Senior leadership experience defining project scope, goals and deliverables such as roadmaps, governance, briefing notes, and business cases that support project goals in collaboration with business stakeholders. Active PMP certification as issued by the Project Management Institute or equivalent Active Certified Scrum Master certification Certified Business Analyst (IIBA) or equivalent. Certified Change Management Professional (ACMP, Prosci Certified Change Practitioner, CMI, APMG Change Management Practitioner). Demonstrated experience with data integration between clinical applications Demonstrated experience working as a Change Manager on a large complex custom software application development project in an environment of similar size and complexity to the Government of Alberta. Experience in the analysis, development, and integration of complex IT systems with a specific focus on the management of multiple data sources , web services, and legacy IT solutions. Experience in understanding complex businesses questions and framing the right analytical question to solve a business problem. NOTES ON LOCATION: The resource will primarily work onsite; however, this role may require occasional remote work with reasonable notice from the Province. Resource is expected to work 7.25 hours per day within the allocated budget, attend meetings during business hours, and be available to respond to inquiries as required.
