Role Summary The Senior Change Management Consultant will provide strategic and practical change management expertise to support project implementation and organizational modernization within the Health Services Cluster. The consultant will develop change strategies and plans, engage stakeholders, address resistance, support leadership alignment, and help measure adoption and implementation outcomes. Key Responsibilities And Deliverables Provide expertise, advice, and guidance on change management principles, methodologies, and tools. Develop and implement change management strategies, plans, and frameworks. Lead or contribute to stakeholder assessments, engagement strategies, and resistance management throughout the project lifecycle. Develop or contribute to sponsor roadmaps, communications plans, and training plans. Align change activities with stakeholders to remove barriers, support adoption, and resolve implementation issues. Support senior leadership in building consensus among clients, partners, and stakeholders in alignment with the Ministry s modernization strategy. Identify people-related risks and anticipated resistance, and develop mitigation plans. Recommend methods and tools to measure change outcomes and adoption; assess results and develop continuous-improvement plans. Required Experience And Skills General Skills Knowledge of change management industry standards, best practices, methodologies, and tools. Experience developing communications plans, change management strategies, and training plans. Strong presentation and group facilitation skills, including working with diverse internal and external stakeholders. Strong conflict management, interpersonal, and written and verbal communication skills. Understanding of project management fundamentals and the project lifecycle. Desirable Skills Experience assessing change impacts on business processes and technology solutions to drive adoption. Experience leading medium- to large-scale transformational change projects. Experience applying a structured change management approach and methodology to initiatives. Experience developing targeted, actionable change plans covering communications, coaching, training, and resistance management. Experience defining and measuring success metrics for adoption, utilization, and proficiency. Experience managing change processes and applying best practices to support projects or initiatives. Soft Skills Excellent verbal and written communication skills to support executive decision-making and report to corporate governance bodies; experience preparing reports, proposals, briefing materials, presentations, and other communications. Strong consulting skills and ability to engage stakeholders. Ability to prioritize workload, think critically, identify problems, and develop and implement solutions. Strong customer-service orientation and ability to meet client needs. Collaborative team player with strong multitasking skills and a record of meeting strict deadlines. OPS and Healthcare Experience Demonstrated experience in a healthcare or clinical context. Experience supporting stakeholder engagement activities, particularly in healthcare. Experience with privacy and security requirements for software development in a healthcare or clinical context.
