Our Client is seeking an experienced Senior Product Manager with strong enterprise IT project management, Oracle Siebel CRM, Agile delivery, and stakeholder management experience to lead complex technology initiatives within the Ontario Public Sector. Key Responsibilities Lead large-scale, multi-year, multimillion-dollar enterprise IT projects across business and technology teams. Manage project scope, budgets, schedules, resources, risks, issues, dependencies, and change requests. Define product vision, business requirements, roadmaps, priorities, and measurable outcomes. Lead Agile/Scrum delivery, backlog management, MVP development, and cross-functional collaboration. Coordinate Oracle Siebel CRM initiatives, technical integrations, infrastructure deployments, and technology rollouts. Oversee project financial forecasts, cost assumptions, expenditure reconciliation, and resource allocation. Collaborate with policy, IT, legal, privacy, communications, vendors, and executive stakeholders. Lead QA activities, testing, release planning, and deployment coordination. Prepare business cases, Privacy Impact Assessments (PIAs), Threat Impact Assessments (TIAs), Requests for Service (RFS), and Requests for Information (RFI). Support procurement activities, ITIL processes, incident management, release management, and operational transitions. Must-Have Qualifications 10+ years of integrated enterprise project management experience across business and I&IT teams. Proven experience managing multi-year, multimillion-dollar IT projects. Strong experience managing stakeholders, budgets, resources, risks, scope, changes, and project timelines. Hands-on experience with Agile/Scrum methodologies, MVP development, and product delivery. Experience with Lean Six Sigma methodologies. Experience with financial forecasting, cost validation, and project expenditure reconciliation. Strong experience gathering business and technical requirements, defining product visions, and developing project roadmaps. Experience with stakeholder engagement, project prioritization, and cross-functional leadership. Proficiency with project management tools such as Jira, Microsoft Project, Visio, Teams, Trello, and Kanban. Additional Technical Requirements Experience managing IT projects involving Oracle Siebel CRM. Understanding of Oracle technologies, technical environments, and enterprise integrations. Experience with large-scale infrastructure procurement, deployment, and technology rollouts. Experience leading QA, testing, and release management activities. Strong documentation skills covering privacy, financial, technical, and procurement processes. Preferred Qualifications Previous experience with the Ontario Public Service (OPS) or other public sector organizations. Experience delivering ServiceOntario projects. Knowledge of OPS gating procedures, governance, business rules, and project management standards. Understanding of public sector ITIL processes and government IT infrastructure procurement.

Requirements

Requires 10+ years of integrated enterprise project management experience, including delivery of multi-year, multimillion-dollar IT projects and hands-on Agile/Scrum product delivery. Candidates should bring experience with Oracle Siebel CRM, financial forecasting, Lean Six Sigma, stakeholder leadership, project management tools, and preferably public-sector or Ontario Public Service projects.
