Overall Purpose Reporting to the Senior Manager, Labour Relations, the Labour Relations Analyst provides research, analytics and reporting expertise to support labour relations strategy and decision-making. The position develops and maintains labour relations reporting frameworks and tracking tools, conducts analysis of grievance, arbitration and collective bargaining matters, supports labour relations initiatives and collective bargaining preparation, and identifies opportunities to improve labour relations processes, systems and information management practices. Summary of Duties Develop, maintain and enhance labour relations databases, dashboards, tracking systems and reporting tools. Analyze grievance, arbitration and labour relations data to identify trends, emerging issues and opportunities for improvement. Prepare statistical analyses, briefing materials, dashboards and reports on labour relations activities, including grievances, arbitration outcomes, union leaves, and related matters. Produce regular and ad hoc reports using SAP/HR and related systems, collaborating with internal departments to validate data and support reporting requirements. Conduct research and analysis on labour relations legislation, arbitration awards, labour board decisions, collective agreement language, bargaining proposals and sector best practices. Support collective bargaining preparation through research, benchmarking and analysis of bargaining trends and proposals. Research, compile and analyze information in response to labour relations-related legal, audit, Freedom of Information, Ministry and other corporate information requests. Verify and reconcile grievance settlement and resolution data and related reports. Prepare grievance settlement cost projections, legal expenditure estimates, and benchmarking related to collective agreement obligations. Develop and deliver training, presentations and educational materials related to labour relations processes, systems and collective agreement administration. Develop and maintain effective working relationships with management, unions, staff, and external partners. Provide analytical and operational support during grievance, mediation and arbitration processes, including information gathering, records review and document preparation. Serve as a designated backup representative in grievance, mediation, or arbitration proceedings. Identify opportunities to improve labour relations reporting, information management practices, business processes and systems. Collaborate with Information Technology and stakeholders on system enhancements, testing and implementation activities. Monitor and audit labour relations records and databases to ensure data integrity, compliance and consistency. Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services. Other duties as assigned. Qualifications Three year community college diploma in related field (e.g., Human Resources, Business Administration) with three years progressively responsible experience in labour relations, human resources, or an equivalent combination of education and experience. Demonstrated experience conducting quantitative and qualitative research and analysis, including interpreting complex information, identifying trends, preparing reports and recommendations, and developing dashboards or data visualization tools. Strong research, analytical, interpretative, and problem-solving skills. Advanced proficiency in Microsoft Excel, databases, reporting and dashboard tools, presentation software, Google Workspace, HRIS/payroll systems (e.g., SAP), and records management applications. Experience working with collective agreements, grievance administration, arbitration processes, labour relations research, or related human resources functions. Sound knowledge of employment and labour relations legislation, collective agreement administration, and relevant Board policies, procedures and practices. Excellent verbal and written communication, presentation and interpersonal skills. Strong project management, organizational and time management skills. Demonstrated ability to handle matters requiring high levels of diplomacy, sensitivity, and confidentiality. Proven ability to work effectively under pressure, manage competing priorities, and meet frequent deadlines. Proven ability in promoting equitable practices which value inclusiveness and diversity. Special Requirements Occasional travel to various meeting locations. Must be available to work evenings and weekends sometimes with minimal or no notice. Periodically this may be for extended periods.
