Position Overview: The Municipal Enforcement Officer – Compliance (MEO-C) serves the community and visitors primarily through seeking compliance of tourist home and other Land Use Bylaw regulations, violations of the encroachment policy, Business Registry Bylaw regulations, and primary residence tax declarations. Reporting to the Supervisor of Municipal Enforcement and as a member of the Municipal Enforcement team, the MEO-C ensures that unauthorized tourist homes are brought into compliance by conducting education and enforcement of the Land Use Bylaw, educating and enforcing other regulations within the Land Use Bylaw, ensuring that approved tourist home operators and other businesses comply with the licensing requirements of the Business Registry Bylaw, and that the primary residential requirements of the Division of Class 1 Property Bylaw are complied with. The MEO-C will provide clear explanations of the tourist home and Land Use Bylaw regulations, business licensing, and Division of Class 1 Property Bylaw to the public. The MEO-C may also be tasked with providing input on various policy documents and working with other departments on education and compliance matters. Core Accountabilities: Conduct Municipal Enforcement and Compliance Activities Perform foot patrols in assigned areas to monitor compliance with municipal bylaws and regulations Issue citations, warnings, and enforcement notices to individuals and businesses in violation of bylaws Document observations and enforcement actions accurately in municipal database systems Respond to public complaints and inquiries regarding bylaw violations and enforcement matters Interpret and Apply Municipal Bylaws and Legislation Review and understand relevant municipal bylaws, provincial regulations, and enforcement policies Apply legislation correctly and consistently when evaluating compliance situations Provide clear explanations to the public regarding bylaw requirements and violations Stay current with legislative changes and municipal policy updates Manage Conflict and Obtain Compliance Use negotiation and mediation skills to resolve disputes and secure voluntary compliance De-escalate tense situations through respectful communication and active listening Document compliance efforts and outcomes for follow-up or escalation when necessary Build positive relationships with community members to encourage ongoing compliance Maintain Accurate Records and Documentation Complete detailed reports on enforcement activities, investigations, and compliance outcomes Enter data accurately into municipal systems and maintain organized file records Prepare documentation for potential court proceedings or formal enforcement actions Health and Safety Fulfill worker responsibilities under the Town of Canmore Health & Safety Directive Participate in the Town's health and safety program, following all safety legislation, policies, and procedures Perform work safely and protect the health and safety of self and others Refrain from causing or participating in harassment or violence Report incidents, injuries, and unsafe or harmful worksites, acts, or conditions Key Competencies Demonstrates integrity through consistent, competent performance, ethical decision-making, and clear, values-based communication that reflects what is best about the organization Takes initiative to deliver timely, effective, and appropriate service that meets the needs of clients and interest holders. Applies sound judgment to ensure alignment with the intent and objectives of policies while supporting effective and consistent decision-making Education & Qualifications: Required Valid Alberta Class 5 Driver’s License A High School Diploma or equivalency (e.g. G.E.D.) Two years of experience in bylaw enforcement, compliance monitoring, municipal regulations, or related field work Knowledge of Alberta provincial legislation relevant to municipal enforcement and local bylaw application Demonstrated ability to communicate clearly with diverse interest holders, including the public, businesses, and municipal staff Strong written and verbal communication skills for accurate documentation and public interactions Ability to interpret and apply policies, regulations, and bylaws consistently and fairly Proficiency with computer systems and database entry for record-keeping and reporting Demonstrated conflict resolution and de-escalation skills Valid Alberta driver's license and reliable transportation Preferred/Asset Formal training in Conflict Resolution (e.g., Verbal Judo or Customer Service & De-Escalation) Certificate in Investigation and Enforcement Skills Experience with municipal bylaw enforcement or code compliance in an Alberta municipality Certification in conflict resolution, mediation, or negotiation Knowledge of Alberta Health and Safety Act and workplace safety best practices Experience working in a public-facing role requiring problem-solving and diplomacy Familiarity with municipal database systems or GIS mapping software First Aid or CPR certification Experience documenting observations and preparing reports for legal or formal proceedings Salary & Benefits Pay Range - $39.49 to $42.74 per hour This is a Permanent Full-Time position (35 hours per week) Standard 40-hour work week Competitive benefits package, & health spending account Generous RRSP: employer matching program Personal development & learning opportunities Positive work culture Work-Life Balance Closing Date for Applications: This posting will remain open until September 18th, 2026.
