Responsibilities PRIMARY PURPOSE As a member of a multi-disciplinary Enterprise Sustainability Department, under the CFO, the Senior Sustainability Lead -Energy and Emissions Strategy works collaboratively across the Enterprise to lead strategy development, planning, implementation and management of emissions reduction, energy management, and carbon revenue programs. They support the Director and colleagues to develop and implement sustainability policies, strategies, and frameworks. They develop and help integrate the policies, programs and processes across the Enterprise to increase low carbon energy use, reduce energy consumption, and reduce emissions. They lead the identification of opportunities to improve Enterprise capital, operational, and revenue budgets that intersect with TransLink’s mandate to addressing regional climate change, air quality and economic goals. They establish and maintain data collection procedures and an energy management information system (EMIS), conduct analyses, and provide strategic advice on energy procurement, rate structures, clean fuel/low carbon regulations, infrastructure design standards, renewable energy, and energy resilience. KEY ACCOUNTABILITIES Supports the Director by leading TransLink’s sustainability and climate policies, strategies and frameworks (e.g. Sustainability Policy, Sustainability Framework, Climate Action Plan), as well as the Enterprise Sustainability Department’s five-year business strategy and annual workplan. Provides subject matter expertise and guidance to senior executives, the Board, and Directors (e.g., Enterprise Sustainability, Finance, Engineering, Strategic Sourcing, and the Operating Companies) on emerging energy and emissions issues/risks, trends, policy, best practices, regulations (regional, provincial, national). Leads the development of strategic energy management programs, policy, projects or initiatives while ensuring enterprise-wide buy-in and alignment. Works collaboratively with colleagues in finance, asset management, capital planning, engineering, operations, investment planning, transportation planning, and other functions to improve processes, standards, decision-making, internal culture and behavior change. Supervises and conducts research (e.g., renewable energy generation, energy storage, micro-grids, battery technology), feasibility, cost-benefit analyses, financial analysis, whole lifecycle modeling, and total cost of ownership analyses to support strategic business decision-making, procurement, and opportunity identification. Develops and manages a carbon revenue program through the generation, registration, verification and sale of carbon credits, including managing brokers and consultants, third-party verification, energy measurement, data collection and storage, and interpreting legislative and regulatory change. Forecasts timing and volume of revenues, completes regulatory filings for carbon credits, and represents TransLink’s interest in with Federal and Provincial regulatory programs (BC-LCFS and CDN-CFR). Works with the Operating Companies, energy providers/utilities, and Business Technology Services to develop systems and processes for enterprise energy data analysis and performance tracking through an energy management information system (EMIS), including analyses of performance indicators (e.g., emissions per passenger kilometer). Authors the energy and emissions components of the annual Accountability Report (i.e., GHG Scope 1, 2, Criteria Air Contaminants), Green Bond Impact Report and the TransLink Sustainability Framework. Supports Strategic Sourcing and Contract Management, with strategic guidance on specifications, requirements for renewable fuels, compliance and voluntary carbon credit markets, and the origin and character of energy markets and products. Actively participates in various committees, working groups, and related peer networks and brings professional findings to the Enterprise. Manages external consultants, and/or project manager(s) by providing work direction/guidance/input, monitoring contract compliance and internal relationships with project teams, and performance management. Qualifications EDUCATION AND EXPERIENCE The competencies for this position are acquired through a bachelor’s degree in Energy Management, Engineering or other related discipline, supplemented by a Registered Professional Engineer (P.Eng.) designation. A minimum of six years’ work experience in fleet and facilities energy management, industrial processes, operations, maintenance, development of energy and emissions management strategies, and low carbon/clean fuel standards. Certification as a Certified Energy Manager (CEM) through the Association of Energy Engineers is required within the second year of employment. OTHER REQUIREMENTS Advanced knowledge of energy efficient, low carbon and zero emissions technologies in public transportation including electric light rail, battery-electric buses, electric-trollies, renewable fuels, energy storage, and the supporting infrastructure, maintenance, and operational facilities. Solid knowledge of energy systems, including electricity supply, generators, and HVAC systems, and the technologies and strategies for electrification, conservation of energy; able to conduct efficiency calculations. Advanced knowledge of energy management principles, energy management implementation and organizational change. Solid knowledge with carbon credit programs including verification of credits and mass balancing of fuel systems. Solid knowledge with greenhouse gas accounting frameworks, standards, protocols and emissions inventories, and has a broad understanding of energy/climate related legislation/regulation and the ability to interpret the legal and policy framework related to energy and emissions. Solid knowledge in software implementation projects, ideally, in emissions tracking, metering, or energy management system deployment. Advanced interpersonal and communication skills (written, oral) to provide specialized expertise, advice, and guidance to senior executives, Board, and other levels of the organization. Ability to work effectively in adaptive, cross-functional environments with changing requirements. Basic knowledge of sustainability values, issues, governance, accountability and management frameworks, principles, and best practices in the public transportation sector. Solid business acumen with emphasis on financial analysis, business strategy, policy development, change management, and innovation. Strong proficiency in word processing and spreadsheet applications, with experience in data collection, analysis, and performance monitoring Solid experience in project management, managing consultants, and establishing programs of work. Work Designation Hybrid This position offers the flexibility of working both on-site and remotely within B.C. Rate of Pay The salary for this position ranges from $91,840 - $137,760 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
