Job summary
Duration: 12+ Months Job Overview: The Client Department of Health is seeking an experienced Solution Architect (BEA-3) to work with the Office of Digital Health’s Enterprise Architecture team. The successful candidate will provide architecture, solution design, integration, and technical leadership for the expansion and support of the Drug Information System (DIS) and other Digital Health initiatives. The architect will collaborate closely with client, Regional Health Authorities (RHAs), vendors, project teams, operational teams, and other stakeholders to ensure solutions align with Department of Health architecture standards, principles, and strategic objectives. Key Responsibilities Develop architecture deliverables for the expansion of the Drug Information System (DIS). Support integration of Public Health Information solutions with Community Pharmacy systems and other Digital Health applications. Provide solution strategy and technical design guidance to project and operational teams. Assist in defining solution requirements, architecture standards, and guiding principles. Review project deliverables and provide technical/architectural feedback. Participate in project Stage Gates and architecture governance activities. Ensure proposed solutions align with Department of Health standards and Enterprise Architecture principles. Develop Vendor Implementation Guides for integration solutions. Support the planning and implementation of integration solutions. Collaborate regularly with SNB, vendors, RHAs, and other technical stakeholders. Provide technical leadership, mentoring, and guidance to architecture and engineering teams. Support additional Digital Health and eHealth initiatives as assigned. Mandatory Qualifications University degree in Computer Science or a related discipline; equivalent education and experience may be considered. Minimum 15 years of Information Management / IT experience. Minimum 10 years of experience as a Lead Solution Architect on medium-to-large system development, COTS implementation, or healthcare integration projects within the last 15 years. Experience must include complex projects involving multiple business units/organizations, more than 8 direct project participants, projects exceeding 9 months, and both business transformation and technical challenges. Health Insurance experience alone does not qualify toward the required Solution Architecture experience. Must be available to work in Fredericton, NB as required. Experience must clearly demonstrate the mandatory requirements in the candidate submission. Required Skills & Experience 5+ years leading teams of technical specialists, analysts, programmers, employees, and/or contractors. 5+ years leading technical design and technical requirements-gathering sessions. 5+ years reviewing existing systems, technologies, healthcare integration solutions, and conducting technical/solution due diligence. 5+ years developing enterprise architecture deliverables. 5+ years delivering enterprise solutions/services with a focus on maintainability, scalability, and long-term lifecycle management. 3+ years of experience implementing or integrating Drug Information Systems; Medigent DIS experience is preferred. 5+ years working as an architect on transformational initiatives and mentoring technical teams. 3+ years of hands-on architecture experience within the eHealth/healthcare technology space. 2+ years working with eHealth standards-based messaging, including HL7 V2, HL7 V3, and FHIR. Strong written and verbal English communication skills. Key Architecture Deliverables The successful candidate will be responsible for developing and evolving: Technical Requirements - Functional and non-functional requirements supporting DH initiatives and solutions. Integration Architecture - Solution and integration architecture for Department of Health initiatives. Messaging Specifications & Vendor Implementation Guides - Technical specifications and implementation guidance for vendors. Technical/Solution Standards - Standards covering communication, integration, desktop, networking, and related DH technology requirements. Technical/Solution Guiding Principles - Principles aligned with the Department of Health Enterprise Architecture. These deliverables will evolve throughout the solution acquisition, planning, design, development/configuration, and implementation phases.
