About The Role The MNsure Human Resources Director at Socket.dev is a strategic leadership position responsible for establishing and overseeing the organization’s HR functions within the MNsure agency. This role involves guiding the development and implementation of comprehensive HR policies, programs, and initiatives that align with the agency’s mission and operational goals. The HR Director will serve as a trusted advisor to senior leadership, providing expert consultation on complex HR issues, workforce planning, and organizational development. This position offers a unique opportunity to build and shape MNsure's internal HR environment from the ground up, fostering a people-centered culture that promotes diversity, equity, and inclusion. The successful candidate will lead a high-impact HR team, establish foundational processes, and develop a modern, compliant, and service-oriented HR framework that supports the agency’s mission to improve health insurance access for Minnesotans. Qualifications The ideal candidate will possess a minimum of four (4) years of progressively responsible human resources experience across multiple HR disciplines, including labor relations, workforce development, compensation, and recruitment. A bachelor’s degree in human resources, business administration, psychology, or a related field is required; relevant experience may substitute for education on a year-for-year basis. Demonstrated leadership experience, such as supervisory roles, project management, or participation in leadership development programs, is essential. Candidates should have a proven track record in developing and implementing HR policies, facilitating workplace conflict resolution, conducting investigations, and managing performance and disciplinary processes. Experience working within the public sector or in an HR role with delegation authority is highly preferred. Additional qualifications include strong communication skills, strategic thinking, and the ability to work collaboratively with diverse teams and stakeholders. Responsibilities Lead and direct all HR programs, including recruitment, classification, compensation, and background/reference checks, ensuring compliance with applicable laws and policies. Oversee labor relations activities, performance management systems, and employee engagement initiatives to foster a positive workplace culture. Manage workforce planning efforts, including strategic staffing, succession planning, and employee retention strategies. Coordinate and oversee training and development programs for new hires, current employees, and managers to promote continuous learning and professional growth. Serve as the agency’s Affirmative Action and ADA Coordinator, ensuring equitable practices and compliance with federal and state regulations. Act as the primary health and safety contact, promoting a safe work environment and managing related programs and initiatives. Administer employee benefits, leave management, and HRIS (SEMA4) transactions to support operational efficiency. Manage workers' compensation processes and related reporting requirements. Provide expert guidance and consultation to senior leadership and managers on HR policies, organizational development, and strategic initiatives. Establish foundational HR processes, develop policies, and create a service-oriented HR environment aligned with organizational goals.
