Job title: Senior Policy Analyst, Income Assistance and Social Programs Location: Ottawa, Ottawa Employment Status: Full-Time Permanent Position Closing Date: Open until filled Internal Competition (Open to AFN employees only) About the AFN The AFN is an advocacy organization that takes direction and fulfills mandates as directed by First Nations in-Assembly through resolutions. As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development of policy, public education, and where applicable, the co-development of legislation to build First Nations capacity. The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization. From this, values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation guide the work of the organization. Position Overview The Senior Policy Analyst conducts research, analyzes information, and provides recommendations for policy development. The position is responsible for the achievement of defined work plans and objectives aimed at supporting and advancing AFN’s national advocacy positions, interests and strategies. At times, this position is required to travel. Key Responsibilities Gathers and analyzes statistical information, reviews and assesses existing research, and writes reports on findings and conclusions. Develops and supports policies by collecting and interpreting relevant data and engaging with key stakeholders. Writes briefing notes, speaking notes, correspondence and others materials as required. Maintains and updates relevant datasets and information repositories. Participates in the development and implementation of sector-specific work plans. Contributes to team-wide strategic and tactical planning processes in alignment with First Nations priorities. Builds and maintains relationships and networks with First Nations communities at the regional and national levels. Plans, supports or facilitates meetings, engagements, and consultations with internal and/or external parties. Promptly anticipates and responds to policy issues, related information and action requests, and communicates relevant information throughout and across the sector and other AFN sectors. Provides project management and technical support for AFN’s procurement processes. Attends Chiefs-in-Assembly meetings, political rallies and advocacy events, as required. Other duties as assigned. Who Can Apply? Candidates must have a post-secondary degree in a relevant field (First Nations studies, social studies, public policy, social work, or a related field) with 3+ years relevant experience working on policy related to community and social services, First Nations inherent rights or the equivalent combination of education and experience. Experience with policy development related to poverty reduction in First Nations and federal programs, including the On-Reserve Income Assistance Program, Assisted Living, Urban Programming for Indigenous Peoples, and the Family Violence Prevention Program. Advanced knowledge and demonstrated expertise, with First Nations history, political and legal issues, with an understanding of First Nations’ community well-being. Advanced experience of analyzing large sets of complex and changing data, and communicating it concisely, ensuring colleagues across the organization understand findings and recognize significance. Superior written and verbal skills, including the ability to use appropriate terminology. Familiarity of manipulating and analyzing data on management information systems/databases and Excel. Demonstrated knowledge and ability to apply effective research techniques. Demonstrated experience working with federal, provincial, territorial, northern, urban and international governments and officials. Demonstrated interpersonal skills, teamwork and judgement. Diplomacy, tact and decision making ability (decisions are strategic, complex and may have a far reaching consequence and impact). Planning & organization skills, must be able to multi-task effectively while working under pressure with competing deadlines. English is the working language however the ability to work in both official languages (English/French) is an asset. Fluency in a First Nations language is also an asset.
