Position Summary: Reporting to the Manager of Operations, the FINTRAC / Compliance Officer is responsible for administering and overseeing Cape Breton Credit Union's Anti-Money Laundering (AML), Anti-Terrorist Financing (ATF), and FINTRAC compliance program. The position ensures the credit union maintains an effective compliance regime aligned with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), FINTRAC requirements, provincial regulatory expectations, and internal policies and procedures. The role supports branch operations, lending, member service, digital banking, and commercial/member business activities by promoting strong regulatory practices, effective monitoring, accurate recordkeeping, timely reporting, and a practical compliance culture across the credit union. Key Result Areas: FINTRAC and AML/ATF Compliance Program; Risk Assessment and Enhanced Due Diligence; Regulatory Reporting and Recordkeeping; Staff Training and Compliance Awareness; Verafin and Mambu Core Banking Monitoring; Governance, Board Reporting, and Examination Readiness Specific Accountabilities: • Acts as Cape Breton Credit Union's designated FINTRAC / AML Compliance Officer and administers the credit union's AML/ATF compliance program. • Ensures CBCU's compliance program includes current policies and procedures, documented risk assessments, an ongoing training program and plan, and a documented two-year effectiveness review process. • Oversees FINTRAC-related reporting obligations, including but not limited to, suspicious transaction reports, attempted suspicious transaction reports, large cash transaction reports, electronic funds transfer reports, and terrorist property reporting, as applicable. • Reviews and investigates unusual or potentially suspicious activity identified through Verafin, Mambu core banking information, employee referrals, member activity, and other internal monitoring processes. • Coordinates with Atlantic Central / ASC Regulatory Compliance Management and other service partners to support monitoring, case review, report preparation, and regulatory compliance activities. • Leads or coordinates CBCU's business-based and relationship-based AML/ATF risk assessments, including risk mitigation strategies for higher-risk members, products, services, delivery channels, and geographies. • Oversees enhanced due diligence requirements for high-risk business relationships, including PEP/HIO considerations, beneficial ownership concerns, unusual transaction activity, and other risk indicators. • Supports compliance testing, internal self-audits, and review activities related to account opening, lending records, foreign exchange, electronic funds transfers, large cash activity, third-party determinations, PEP/HIO records, and high-risk account reviews. • Coordinates the mandatory two-year effectiveness review of CBCU's compliance program and tracks corrective actions, timelines, evidence of completion, and reporting to Senior Management and/or the Board. • Develops, maintains, and coordinates AML/ATF training for employees, Board members, agents/mandataries, and other authorized persons, including new hire training, annual refresher training, and training related to legislative or procedural changes. • Provides guidance to staff on suspicious activity escalation, know-your-member requirements, recordkeeping, member identification, sanctions/terrorist property concerns, and practical application of AML/ATF procedures. • Prepares regular compliance updates, annual AML/ATF status reports, and other materials for Senior Management, the Board, the Audit/Risk Committee, auditors, and regulators, as required. • Supports FINTRAC examination readiness by maintaining organized evidence files, records of reviews, reporting documentation, training records, risk assessment materials, and corrective action tracking.• Monitors regulatory updates, FINTRAC guidance, and sector trends to recommend appropriate updates to CBCU's procedures, controls, training, and risk mitigation practices. • Completes other compliance, risk, operational, and project duties assigned. Minimum Hiring Qualifications and Experience: The FINTRAC / Compliance Officer will have successfully completed a post-secondary degree or diploma in Business Administration, Finance, Accounting, Risk Management, Criminology, Law, Compliance, or a related discipline, plus three to five years of relevant experience in AML/ATF compliance or credit union operations; or an equivalent combination of education and experience. Experience in a Canadian credit union or financial institution environment is considered a strong asset. Professional designations or training such as CAMS, Canadian Risk Management (CRM), CFCS, ICA compliance certifications, or internal audit certifications would be considered assets.
