By-Law and Licensing Enforcement Officer Posting Id 3453 Department Community Services Division Community Standards Section By-Law Education and Enforcement Job Grade SEA35 Grade 06 Rate of Pay $84,045.00 - $98,882.00 Annual Job Type Permanent Full Time Employee Group SEA Replacement/New Position New Vacancy Posting Type Internal and External Posting Date 09/09/2026 Application Deadline 09/18/2026 Position Summary Reporting to the Supervisor, By-Law and Licensing Enforcement, the By-Law and Licensing Enforcement Officer, will be responsible for investigating and resolving all complaints registered with respect to by-laws and other legislation enforced by the division (Zoning By-laws, Property Standards By-law, Licensing By-laws, Noise By-law, Sign By-law, etc.). Key Duties and Responsibilities Carry out thorough investigations related to by-law and licensing complaints and contraventions including site inspections, documentation, and issuing of notices, orders and other correspondence in order to gain compliance with by-laws Attend provincial offences court and hearings to present evidence for files that proceed to prosecution/hearing adjudication Educate and provide advice to the public about by-laws to increase public awareness and achieve voluntary compliance Carry out patrols related to specific by-law issues such as graffiti, park use and signage Make recommendations regarding the need for updates or changes to existing by-laws or the need for new by-laws Conduct license application reviews and inspections related to business licensing (e.g. second hand stores, taxis, refreshment vehicles and tow truck inspections) Work with staff of other Divisions and outside agencies regarding specific by-law, licensing and animal service issues Education and Experience Diploma in Law Enforcement or related discipline Certified Property Standards Officer 3 years experience in a similar role Required Skills/Knowledge Experience giving evidence in court, together with a thorough knowledge of the systems and procedures of By-law Enforcement Knowledge of the Provincial Offences Act, Municipal Act and other relevant by-laws and legislation Proficiency in Microsoft Office Suite applications Ability to work independently with demonstrated organization and time management skills Ability to use tact, courtesy and diplomacy in interactions with all levels of staff and the public Ability to independently resolve problems and issues under minimal supervision Demonstrated ability to build credibility within diverse work groups and develop productive partnerships with a range of stakeholders Ontario Class "G" Driver’s License in good standing and must provide a satisfactory current Drivers Abstract from the Ministry of Transportation Ontario (MTO) Regular walking and bending required Exposure to outdoor conditions Demonstrates good judgment and makes sound decisions Shows commitment to personal growth, development, and leadership opportunities Shares new ideas and challenges the status quo Proven written and verbal communication skills with the ability to communicate with honesty, openness, respect, and trust Takes initiative to participate in a culture of learning, mentoring, and sharing Contributes to building and being a part of a positive culture Requires satisfactory Police Vulnerable Sector Check Demonstrate the City’s corporate values of care, collaboration, courage and service Leadership Competencies Demonstrates personal leadership Builds people and culture Cultivates open communication Shapes the future Navigates and leads through complexity and change Attention Internal Candidates: All current City of Richmond Hill employees are required to apply via the ‘ View Jobs for Current Employees ’ link on the City’s Careers Page . Requirements

Candidates must have a diploma in Law Enforcement or a related field, be a Certified Property Standards Officer, and possess 3 years of similar experience. A valid Ontario Class G Driver's License and a satisfactory Police Vulnerable Sector Check are required.
