The role administers and improves key programming and financial processes, provides technical expertise and data-quality oversight, supports system modernization and integration initiatives, and collaborates with regional offices and ministry partners to enable effective planning, delivery, monitoring, and reporting of annual and multi-year capital programs.The main responsibilities include: Maintain accurate, reliable and well-governed program information to support the Ministry's annual and multi-year capital investment programs. Support the effective planning, delivery and financial management of the Ministry's operating and capital programs. Promote program governance, data quality and continuous improvement across ministry program management systems. Provide technical expertise and collaborative support to internal stakeholders in the delivery of operating and capital investment programs. Qualifications Requirements: Two-year technical diploma in a related field such as (Engineering, Computer Science, Business Analysis ,Information Systems , Data Management etc.). Six years of related experience. Related experience includes: Independently analyze complex program and financial issues and provide technical recommendations. Collaborate with stakeholders to develop effective program and financial solutions. Working knowledge of programming and capital planning, project delivery, government financial management, and transportation infrastructure programs. Working knowledge of Program Management Application (PMAD) (or equivalent enterprise program management systems), Microsoft Excel, data analysis, and reporting tools. Working knowledge of Work Authorization Codes (WACs), Job Costers, Project Expenditure Approvals (PEAs), Contract Activations, Change Requests, and financial coding structures. Equivalencies: Four-year degree in a related field plus four years of related experience. 1-year related Certificate plus seven years of related experience. A minimum of eight years of related experience in lieu of formal education. Assets: Knowledge of Power BI and business process mapping. Knowledge of Government of Alberta financial legislation, policies, directives, and internal controls. ASET certification (or eligibility) is desirable. Relevant training in Computer Science, Information Systems, Business Analysis, Data Management, or Business Intelligence.
