Role Overview The Land & Resources Cluster (LRC) is seeking an experienced Senior Business Analyst to deliver end-to-end business analysis services across complex I&IT initiatives. The role involves stakeholder engagement, requirements elicitation, business process modeling, and supporting solution design aligned with OPS standards. Key Responsibilities Business Analysis & Strategy Lead and conduct business analysis to identify business needs, problems, and opportunities Develop business cases, cost-benefit analysis, and feasibility studies Apply business process re-engineering to improve service delivery Requirements Gathering & Documentation Elicit, analyze, and document business and functional requirements Conduct stakeholder interviews, JAD sessions, and workshops Define business rules, use cases, and non-functional requirements Modeling & Solution Design Support Perform business, process, and data modeling (conceptual & logical) Develop use case models, process flows, and data flow diagrams Translate business requirements into technical specifications Stakeholder Management & Communication Collaborate with business stakeholders and SMEs Prepare presentations, reports, and briefing notes Provide regular updates to project teams and leadership Governance & Best Practices Ensure alignment with OPS methodologies (UPM, SDLC, EA, Gating Process) Define and promote business analysis standards and best practices Develop traceability matrices and performance metrics Mandatory Requirements (Must Have) 5+ years of experience as a Business Analyst Proven experience leading business analysis across the full project lifecycle Strong experience in: Requirements gathering & documentation Business process modeling & data modeling Use case development and non-functional requirements Experience working with structured methodologies (SDLC, Agile, Waterfall) Strong stakeholder engagement and communication skills Requirements Core Skills Business analysis leadership and execution Business case development and feasibility analysis Process re-engineering and optimization CASE tools for documentation Analytical thinking and problem-solving Strong verbal and written communication Nice to Have Experience working with Ontario Public Service (OPS) Knowledge of Information Management principles Experience with information retrieval tools Familiarity with AODA (Accessibility standards) Exposure to Agile and object-oriented methodologies Work Conditions Onsite role (5 days/week in office) No security clearance required

Requirements

Candidates should have experience with structured methodologies such as SDLC, Agile, or Waterfall, along with strong stakeholder engagement and communication skills.
