Client: Government Services Integration Cluster Ministry: Ministry of Public and Business Service Delivery and Procurement Location: 20 Dundas Street West, Toronto, ON M5G 2H1 Work Arrangement: 100% Onsite – 5 Days per Week Contract Duration: October 8, 2026 – September 20, 2027 Extension: up to 1 additional term Number of Positions: 1 Security Clearance: No Clearance Required About the Role The Government Services Integration Cluster is seeking an experienced Senior Business Analyst to provide comprehensive business analysis services for complex business and technology initiatives. The successful candidate will work closely with business stakeholders, subject matter experts, project teams, and technical teams to gather, analyze, document, and validate business requirements and translate them into effective technology solutions. This role requires strong experience in business analysis, stakeholder facilitation, JAD sessions, user stories, business cases, UAT, Azure cloud technologies, and modern project delivery methodologies. Requirements Mandatory Requirements Candidates must demonstrate the following experience and skills: Minimum 8+ years of experience in Business Analysis Demonstrated experience facilitating Joint Application Development (JAD) sessions Experience with Azure cloud technologies Experience creating detailed Business Analysis documentation Experience developing User Stories Experience preparing Business Cases Demonstrated experience in User Acceptance Testing (UAT) Knowledge of native system capabilities required to support courts case management functionality Strong experience working in large IT organizations, preferably within an Ontario Public Service (OPS) environment Experience with OPS I&IT processes, standards, methodologies, and artifacts Proficiency with Microsoft Office tools, including: Word Excel Visio PowerPoint Experience with Figma Knowledge and experience with HTML and CSS Hands-on experience with project and product delivery methodologies, including: Agile Waterfall Iterative Agile Product Management Key Responsibilities Lead and conduct business analysis activities to assess business problems, opportunities, and requirements. Engage business stakeholders and subject matter experts to gather, document, analyze, and validate business needs. Develop comprehensive business requirements and functional specifications to support I&IT solution design. Facilitate stakeholder workshops, interviews, JAD sessions, and requirements gathering sessions. Create detailed business analysis documentation, including user stories, business cases, process flows, and functional requirements. Identify and outline business problems, opportunities, risks, and potential solutions. Conduct business process analysis, business process mapping, and business functional modelling. Develop and maintain conceptual and logical data models, process flows, data flows, use cases, business rules, and non-functional requirements. Support business process re-engineering and identify cost-effective service delivery improvements. Develop strategies, feasibility studies, cost-benefit analyses, budgeting, and forecasting activities. Develop performance measures and traceability matrices for business analysis activities. Support User Acceptance Testing (UAT), including test planning, validation, and stakeholder coordination. Monitor project progress, identify and resolve issues, and report regularly to project management and stakeholders. Prepare presentations, briefing notes, status reports, and other project documentation. Translate business and data requirements into specifications sufficient for designing appropriate technology solutions. Participate in governance working group meetings and contribute to architecture, operational, SDLC, and information architecture best practices. Contribute to technical policies, plans, procedures, standards, guidelines, tools, techniques, documentation, and performance criteria. Support integration framework initiatives and related business and technical requirements. Ensure alignment with OPS Unified Project Management Methodology, Enterprise Architecture, Gating Process, and standard systems development methodologies. Business Analysis & Technical Skills The ideal candidate will demonstrate strong experience in: Business requirements gathering and analysis Business functional modelling Business event modelling Business process mapping Process and data flow modelling Use case modelling and use case surveys Business rules definition Non-functional requirements definition Service Oriented Architecture (SOA) System Development Life Cycle (SDLC) methodologies Structured methodologies Object-oriented methodologies Agile and iterative methodologies Waterfall methodologies Computer Aided Software Engineering (CASE) tools Information Management principles, concepts, policies, and practices Information retrieval packages Azure cloud technologies Programming languages and software environments Common operating systems and software proficiency Integration frameworks and enterprise architecture best practices Communication & Stakeholder Management The successful candidate must possess: Excellent oral and written communication skills Strong interpersonal and consultative skills Excellent facilitation and presentation skills Strong analytical, problem-solving, and decision-making abilities Highly developed negotiation skills Demonstrated experience negotiating with business stakeholders on functional design issues Experience participating in detailed solution design discussions Ability to negotiate and resolve production-related issues Experience documenting project status reports Experience tracking project resources, finances, progress, issues, and risks Ability to work collaboratively as part of a multidisciplinary team Strong ability to manage competing priorities and consistently meet deadlines Public Sector Experience Previous experience working within Government or Public Sector organizations is highly preferred. Experience working within the Ontario Public Service (OPS) environment, including familiarity with OPS I&IT processes, standards, methodologies, and artifacts, will be considered a significant asset. Nice-to-Have Skills Experience with user-centric website and forms design Experience designing intuitive digital experiences and user journeys Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) requirements, regulations, and accessibility standards Experience with courts or case management systems Experience translating user requirements into accessible and user-friendly digital solutions Knowledge Transfer The successful candidate will be responsible for ongoing knowledge transfer throughout the project lifecycle. Knowledge transfer activities will include: Documentation of application, functional, and technical specifications System design documentation Component documentation Process flows Updated project and system documentation Knowledge-sharing sessions with the Project Manager and team members One-on-one meetings and team meetings Maintaining and sharing documentation through SharePoint Resume Evaluation Criteria Business Analyst Skills – 40 Points Oral and written communication skills Interpersonal and consultative skills Facilitation skills Experience with Service Oriented Architecture (SOA) Knowledge of formal SDLC methodologies Experience with Waterfall and iterative Agile methodologies Experience contributing to technical policies, plans, procedures, standards, guidelines, tools, techniques, documentation, and performance criteria Experience supporting Integration Framework initiatives
