Halifax Regional Municipality is inviting applications for the permanent, full time position of Works Supervisor in Infrastructure Maintenance and Operations (IMO), Public Works.

Works Supervisors have an opportunity to lead teams of skilled staff that perform many duties required to maintain the inside and outside of our municipality. The work is best explained as seasonal, covering a large geographic area.
During the winter works season, this supervisor will fully participate in all required operations in the East area of the HRM, and are on call 12 hours/day to support and participate in the Winter Works Program. During this season, when not engaged in winter works, the department performs tasks ranging from the rebuilding of a damaged sea wall, illegal dumping mitigation, devastated parks / green spaces to pothole repair & sidewalk maintenance. Since much of the work is weather dependent, Supervisors must maintain a high degree of flexibility in their work schedule. They have a wide range of experience and knowledge on all aspects of public works, together with the versatility to fill in for Supervisors in other IMO divisions.
Supervisors are also required to participate in duty week. During duty weeks, they are on call after normal working hours to deal with emergency situations, e.g., oil spills, accident cleanup, etc. using their knowledge and experience to call in the right staff and equipment to do the job.
This position will play an integral role in the winter works program and will be required to engage in shift work for the 2025/2026 Winter Works season.
DUTIES AND RESPONSIBILITIES:
- Assignment of work to crews and supervision of work such as, but not limited to: Asphalt pothole patching, sink hole repair, vegetation mitigation, asset repair/maintenance in the ROW, etc.
- Prepare daily time sheets, letters, memos, leave forms, accident investigation reports, and other reports as required;
- Provide budget estimates and monitor accounts in a fiscally responsible manner;
- Receive and deal with concerns from members of the public;
- Attend meetings of various committees, as well as, meetings regarding day to day departmental operations. Attend training and certification sessions;
- Provide detailed information and advice to clients, elected officials, and other agencies on related Public Works Operations maintenance practices, policies, by-laws, and related programs and services;
- Generate detailed records and reports as required, including cost estimates, work schedules, material usage, work units completed, etc.;
- Supervise equipment usage in specific areas of responsibility, including contracted equipment through winter works;
- Administer collective agreement, monitor and manage attendance and safety legislation compliance of employees as required;
- Remain current in technology and regulations relative to this position;
- Supervise other sections of Public Works Operations as required, including participation in the Winter Works program.
- Compulsory participation in scheduled duty week rotation.
- There is a requirement to respond at any time when contacted due to a Labour Dispute or the implementation of the Emergency Response Procedures for E.M.O.
- Working outside in snow storms and other inclement weather.
- Other duties as required.
QUALIFICATIONS:
Education and Experience:
- Minimum Grade 12 with additional related formal experience/training
- Three (3) years of demonstrated leadership experience in municipal maintenance operations in a supervisory role or an equivalent and comparable measure of experience elsewhere
- Experience with construction plans and build projects
- Training and experience in human resource management, budget management, collective agreements and project management
- Must possess a valid Class 5 N.S. Driver’s License and be willing to obtain Class 3 with AirBrake Nova Scotia Drivers License, with a responsible driving record
Technical / Job Specific Knowledge and Abilities:
- Strong working knowledge of work processes and equipment operation for assigned works programs and winter works operations required
- Knowledge of HRM relevant software, i.e., CityWorks, Microsoft Word, Excel, Outlook, GIS etc.
- Comprehensive knowledge of occupational safety and environmental regulations and practices
- Knowledge of applicable collective agreements within HRM or equivalent relevant experience
- Demonstrated labour relation skills in managing a unionized workforce
- Strong working knowledge of WHMIS required

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday to Friday, 7:00am - 3:00pm; 40 hours per week. Please note that this position will be required to work flexible shifts to meet operational demand and engage in winter works overtime as required.
SALARY: Non-Union Level 05; $67,498 - $87,355. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
WORK LOCATION: 11 Turner Drive, Dartmouth, NS. Work location can be changed according to operational requirements.
