MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers
As a Systems Analyst you will provide maintenance, improvement and advanced support of the Minnesota Management & Budget infrastructure and systems. This position will analyze, manage, enhance and maintain Oracle Cloud Infrastructure, software and servers supporting the agency Statewide Systems. This position will work with the Enterprise service teams, and cloud providers teams to plan, develop, document, deliver and audit cloud infrastructure that provide the necessary technical resources to meet the business needs of Minnesota Management & Budget.
This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles of less from the primary work location to be eligible for telework. Telework arrangements and policy updates may be adjusted based on business needs.
Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience with core practical experience areas for an Oracle Cloud Systems Analyst that include: Cloud platform administration, monitoring, logging and performance analysis, cloud security fundamentals, infrastructure automation and scripting, incident and problem management, application and system migration support.
Experience Must Include
Hands-on experience configuring, monitoring, and maintaining Oracle Cloud Infrastructure (OCI), including resource provisioning, OCI load balancers, ZFS administration, and Exdata administration. Ability to analyze system performance and trouble shoot issues in Oracle Cloud Infrastructure. Ability to ensure compliance with state security standards and best practices. Ability to create clear, accurate, and maintainable technical documentation, and to provide knowledge transfer, training, or technical guidance to team members. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences. Ability to collaborate with internal teams to integrate cloud solutions with existing systems.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Preferred Qualifications
Practical Experience on Oracle Cloud Infrastructures. Certifications (Oracle Cloud Infrastructure Administrator) Experience with Infrastructure as Code (Terraform, Ansible, GitHub). Familiarity with containerization (Docker, Kubernetes). Experience with monitoring and logging tools (OCI, SolarWinds). Strong communication and problem-solving skills.
