Job Summary In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority (PHSA), safety, including both patient and employee safety, is a priority and a responsibility shared by everyone, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Technology and Operations Manager (TOM) is responsible for providing strategic and operational leadership for assorted clinical and business systems at C&W, particularly in the Teck Acute Care Centre (Teck ACC), assisting with assessing trends, technologies and identifying solutions. The TOM manages technical planning for system initiatives, and ensures the procurement and management of external services by identifying business challenges and providing solutions. The Technology and Operations Manager is accountable for the management and direction of assigned services and is responsible for the supervision, performance management and development of staff. Duties/Accountabilities Provides strategic planning and change management services by leading feasibility studies and workload efficiency analyses using formal data gathering techniques and analyzing, designing and implementing appropriate information systems. This includes ensuring identification of system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions. Develops business and technology processes and procedures that support the implementation of new technology. Provides high level strategic advice for future investment in technology systems and processes to support Inter Campus Operations (ICO) business objectives. Defines business practices and processes to enable delivery of appropriate solutions by ensuring alignment with business requirements and objectives, working with stakeholders and leading subject matter experts in the design of solutions. Ensures viability of applications by ensuring documentation, writing and testing, and verifying that programs are functional and consistent with specifications. Leads research and analysis of market, technology, and industry trends and standards related to areas that affect clinical and business operation systems, technology and infrastructure, and other platforms for the purposes of determining potential impact on the organization and the suitability of different approaches in solving emerging business needs. Provides recommendations on the use and evolution of infrastructure and systems. Provides technical consulting related to the acquisition of new systems and standards or the implementation of new applications on existing systems by synthesizing data and formulating recommendations for proposed technology changes. Leads contract negotiations with vendors, in conjunction with senior leadership. Manages analysis of PHSA program information system requirements and vendor analysis/selection including project management for the acquisition and implementation of new information systems and enhancements to existing systems. Develops annual goals and objectives for the area of responsibility, in collaboration with senior leadership, ensuring consistency with department plans and health authority objectives and strategies. Provides leadership and direction to team members using effective management techniques (for example, coaching, mentoring, developing skills and leadership, making decisions, building coalitions, making adjustments to workload and assignments, and managing performance). Makes decisions relating to hiring, discipline and termination. Prepares and monitors project budgets, supports the development and implementation of project plans, analyzes variances, develops corrective actions, and communicates status reports. Leads the analysis, acceptance criteria definition, development, testing, training, implementation and maintenance phases of assigned projects. Carries out post-implementation reviews and makes recommendations for improvements. Provides advice and direction to clients on methods to improve performance efficiencies through the use of automated tools and revised work processes. Performs work in accordance with the provisions of the PHSA Corporate Policies and Procedures and ensures that employees are aware and comply with Policies and Procedures. Ensures development of user documentation and downtime and disaster recovery procedures for assigned applications. Qualifications A level of education, training, and experience equivalent to a Bachelor’s of Science degree in Engineering, Information Systems, Computer Science, or a related discipline, plus a minimum of five (5) years recent related experience in architecture planning, design and development of multi-tiered, multi-threaded, highly available infrastructure and recent related experience in a research development management role. Working knowledge of Patient Team Call, Vocera and various reporting/analytical tools. Demonstrated understanding and broad knowledge of application, data or security architecture and optimization, Systems Development Life Cycle, project design, methodologies, developing and managing project strategies, evaluation and monitoring, project management principles, and multiple project interaction and integration. Expert knowledge and experience in core computer technologies and strategies, including technology design, implementation, support and administration functions related to Microsoft technologies; Linux; Oracle, MySql and MS SQL, including SQL queries, , client/server and Web development, and general networking experience including technology design, implementation equipment and support functions related to VPN, Ethernet, switching, routing, security, transport protocols, web and application servers. Demonstrated organizational, analytical and decision-making skills. Excellent ability to organize work and communicate effectively. Excellent communication skills both verbal and written.
