Unposting Date 2026-09-09 11:59 PM Reporting to the Director, Organizational Development & Engagement, you will serve as the technical and analytical expert supporting core talent initiatives, including performance management, succession planning, employee engagement, mentorship, and official languages tracking. In this role, you will serve as a trusted partner to transform HR data into strategic insights that inform executive decision-making and continuous improvement. You will contribute to process implementation, analyze workforce trends, and optimize key performance indicators (KPIs) to maximize the organization impact of our People & Culture initiatives. Your work will directly support CBC/Radio-Canada’s strategic pillars of Proximity, Digital agility, and Bringing people together. This position can be based in Ottawa or Montreal. Main Responsibilities And Impact Data Analytics & Strategic Insights Metric Management: Define, generate, and analyze key metrics for talent cycles (succession planning, performance, engagement), the enterprise mentorship program, and official language requirements, ensuring absolute data integrity and archiving standards. Insight Generation: Interpret analytical data to identify key trends, workforce risks, and formulate actionable recommendations to elevate program impact. Ad-Hoc Reporting: Prepare strategic documentation, executive summaries, presentations, and process guides for internal stakeholders. People Analytics Liaison: Act as the primary point of contact for the corporate People Analytics team to co-create custom dashboards, build reports, and manage complex data extractions, ultimately increasing the team’s data autonomy. Survey Design: Design and evaluate impact/satisfaction surveys to measure the efficacy of HR initiatives. HRIS Optimization & Process Improvement Platform Governance: Serve as the primary operational contact for talent platforms (Workday, Peakon, 10 Thousand Coffees), collaborating closely with the People Systems and analytics team and external vendors. Data Management: Build dynamic tracking tools using advanced formulas (e.g. VLOOKUPs, pivot tables) to streamline talent management workflows. People Systems Optimization: Ensure all available Workday functionalities are maximized following updates. Performance Metrics & KPIs Dashboard Development: Work in collaboration with People Systems & Analytics team to build dynamic dashboards that tell the “story” behind the data, tracking process efficiency and official language compliance. KPI Review: Conduct annual audits of existing KPIs to ensure alignment with business objectives. Real-Time Monitoring: Monitor KPIs during active talent cycles to recommend immediate course corrections if metrics deviate from targets. Qualifications, Experience & Skills Education & Certifications Required: College diploma or University degree in Human Resources, HR Informatics, Business Intelligence, Statistics, or a related field Membership in the Ordre des conseillers en ressources humaines agréés (CRHA/CHRP) / Human Resources Professional Association is an asset Experience 3 to 5 years of experience in an HR Analyst, HRIS Specialist, or People Analytics role. Experience working in public service, media, or similarly regulated/bilingual landscapes is preferred Knowledge & Skills Strong critical thinking, meticulous attention to numerical accuracy, and an ability to synthesize complex data sets into simple narrative summaries. An analytical and strategic mindset capable of turning workforce data and engagement metrics into actionable insights. Advanced command of spreadsheet tools, e.g. Google Sheets, Microsoft Excel), Google Slides / PowerPoint, and data visualization software (Power BI) Strong written and verbal communication skills in both English and French. Ability to build trusted partnerships across internal and external teams with diplomacy and discretion.
