Job details
Manager of Practice & Nation Standards Classification: Full time, Permanent Salary: $52.7456- $60.2324 per hour Location: Williams Lake, BC Deadline: Until Filled The Tŝilhqot’in Nation has always asserted its inherent right to self-government, including jurisdiction over its families and children. As part of this journey, Tŝilhqot’in Nidlin ("We are Tŝilhqot’in") was created to exercise jurisdiction and ensure culturally grounded family services across the Nation. As we continue building our own systems for children and families, we also have a responsibility to make sure those systems are doing what we intended them to do. We are looking for someone who can help us understand what is working, where we can grow, and whether the services being delivered across the Nation are living up to the standards we have set for ourselves. The Manager of Practice & Nation Standards provides independent Nation-wide oversight of child and family programs and services. At its heart, this position is about accountability to Tŝilhqot’in children, families, communities, laws, and values. The Manager looks across programs and services to understand how practice is happening on the ground, whether Nation-wide expectations are being met, what outcomes families are experiencing, and where systems or practices may need to be strengthened. This includes the technical work traditionally associated with quality assurance—practice reviews, performance measures, evaluation, monitoring, reporting, data analysis, risk identification, and compliance with applicable laws and standards, however, the work goes beyond checking whether requirements have been met. Key Responsibilities Help uphold Nation standards. Support the implementation of Tŝilhqot’in law, Nation-wide policies, practice guidelines, service standards, and other applicable requirements across child and family programs. Look at how practice is actually happening. Conduct practice and program reviews to understand how policies and standards are being applied in everyday work with children and families. Notice patterns and emerging concerns. Look across programs, communities, files, outcomes, and other information to identify systemic trends, gaps, risks, or opportunities for improvement. Help define what success looks like. Work with leadership, communities, and teams to develop meaningful performance measures and indicators that help us understand whether services are achieving the outcomes intended for children and families. Bring information together. Use data, practice observations, program information, community experience, and other sources of knowledge to develop a fuller picture of how services are working across the Nation. Make information useful. Prepare clear reports and recommendations for leadership, governance, and community teams that explain what we are seeing, why it matters, and where changes may be needed. Support learning and improvement. Help develop quality assurance, evaluation, review, and continuous-improvement processes that strengthen practice rather than simply identify what went wrong. Maintain accountability. Where standards, laws, policies, or practice expectations are not being met, clearly identify concerns and support appropriate recommendations and follow-up. Strengthen the system as it grows. Help develop tools, processes, information systems, and approaches that allow Tŝilhqot’in Nidlin to understand its work, learn from experience, and continue building strong Nation-wide services. Qualifications Post-secondary education in a related field (e.g., Social Work, Human Services, Quality Management, Indigenous Governance, Business Administration); equivalent combinations of education and experience will be considered. Five (5) years’ progressively responsible experience in child and family services, social services, Indigenous service delivery, community programing, governance, administration or related field. Three (3) years’ experience providing leadership, supervision, mentorship, or guidance to others. Experience reviewing programs, services, policies, files, outcomes, organizational practices, or other information and identifying opportunities for improvement. Strong understanding of Indigenous child and family legislation and practice frameworks (e.g., CFCSA, AOPSI, delegated agency models, federal legislation such as Bill C-92). Strong knowledge of Tŝilhqot’in Law, governance, culture, and community context, with a commitment to culturally grounded practice. Strong critical thinking, communication, relationship-building, problem-solving, analysis, and writing skills. Working Conditions and Expectations Must reside in, or be willing to move to, Tŝilhqot’in Nation territory (or Williams Lake area, BC) Frequent travel within and outside Tŝilhqot’in Territory, including consistent visits to each of the six Tŝilhqot’in communities Manual dexterity required to use desktop computer and additional hardware Ability to lift up to 25 lbs Valid BC Driver’s License required Clean criminal records check including vulnerable sector check Please send a resume, cover letter and three references to: Jenai Nolin HR Generalist Tŝilhqot'in National Government 1729 South Lakeside Drive Williams Lake, BC V2G 3A9 jenainolin@tsilhqotin.ca Preference will be given to those of Aboriginal Ancestry - per Section 16(1) of the Canadian Human Rights Act.
