Please note that the candidate may be based in one of our 4 offices: Montréal, Quebec City, Toronto or Ottawa, with a preference for the Montréal or Toronto Office. The role Reporting to the Senior Director, Commercial and Business Planning, the Manager plays a central role in the development and integration of the Project’s commercial strategy, operating framework and business plan. The role supports the production and coordination of the Project business plan, as well as the development of the commercial and operational frameworks and contractual obligations for the future service, including fare strategy, concessionary fare policies, ancillary revenue opportunities, payment mechanism of the future operator, and associated commercial, revenue, risk, and incentive considerations. Working closely with teams across commercial, operations, finance, technical, legal and policy functions, as well as with the private partner, Cadence, and external advisors, the Commercial and Business Planning Manager supports planning, analysis, and project decision-making activities. The role involves developing business cases, assessing commercial opportunities (e.g. fare product and policies) coordinating inputs from multiple stakeholders, conducting analysis, developing strategic deliverables, and helping translate complex operational, financial, economic, policy and commercial information into clear recommendations for decision-makers. This position is suited for an individual who combines strong analytical, policy and strategic thinking with project coordination and stakeholder management capabilities, and can identify opportunities, structure complex problems and translate complex information into practical, decision-ready recommendations in a multidisciplinary environment. The responsibilities * Advise and support the development of commercial and operational strategic frameworks for the operating phase of the project, including fare strategy and pricing strategy, concessionary policies, ancillary revenue opportunities, customer offer, payment mechanisms, contractual obligations, and related revenue, risk, and incentive considerations. * Contribute to the development, integration, and coordination of the project business plan across commercial, technical, operational, financial, and policy workstreams. * Manage the development of fare policy, customer strategies and ancillary revenue requirements to protect the public interest and maximize long-term value. * Analyze and synthesize complex technical, operational, financial, and commercial information into clear recommendations and insights to support executive decision-making. * Facilitate and manage interfaces between internal teams, external advisors, subject matter experts (SMEs), the private partner, and other stakeholders to ensure alignment, quality of outputs, and effective integration across workstreams. * Manage, coordinate, and monitor project activities and multidisciplinary deliverables, schedules, risks, and stakeholder interfaces to support effective program delivery and cross-functional alignment. * Prepare clear briefing notes, executive presentations, public facing strategic documents and commercial and analytical materials to support corporate priorities, governance activities, and project delivery. The requirements * Bachelor’s or master’s degree in business administration, economics, public policy, transportation, or related discipline * 8 -10 years of relevant experience in integrated business planning, commercial strategy or management consulting, ideally in infrastructure or transportation environments. * Demonstrated experience in one or more of the following areas: fare or pricing strategy, market research and customer insights, business case development, commercial opportunity assessment, ancillary revenue development or development of contractual obligations on those matters. * Strong analytical and problem-solving capabilities, with the ability to synthesize complex technical, operational, economic and commercial information into practical recommendations and presentations. * Excellent written and verbal communication skills, including the ability to translate complex analysis and prepare clear presentations, briefing materials, and decision-ready recommendations. * Strong project management skills and proven ability to operate in complex, fast-paced, multi-stakeholder project environments involving external advisors, consultants, private-sector partners, and public-sector stakeholders. * Experience in the transportation sector and knowledge of transportation economics, commercial models or passenger markets would be considered a strong asset. * Flexibility to travel occasionally between Toronto and Montréal. * Bilingualism (English and French), both spoken and written, is considered an asset. * PMP certification or equivalent project management designation is considered an asset.
