Position Summary The Finance Officer is responsible for supporting the effective and accurate financial management of the Foundation and its projects in compliance with the Foundation’s policies and procedures, donor requirements, and applicable local laws and regulations. The Finance Officer works closely with the Finance, Projects, and Administration teams to ensure that financial transactions, records, and reports are properly maintained and processed in a timely and accurate manner. The Finance Officer supports the implementation and monitoring of project budgets, tracks expenditures, reviews budget lines, and assists in identifying budget variances and potential over- or under-spending. The position is responsible for ensuring that financial transactions are properly recorded, adequately supported by relevant documentation, and appropriately authorized in accordance with established financial procedures. The Finance Officer assists in preparing periodic financial and budget reports, bank and account reconciliations, payroll and statutory deductions, and the follow-up and liquidation of advances and loans. The position also maintains accurate financial records, fixed asset records, and an appropriate filing and archiving system for financial documents. The Finance Officer provides financial support to project teams and relevant departments, responds to financial queries, and assists with internal and external audits by providing required financial documents and clarifications. The position also supports monthly financial and accounting closing processes and contributes to maintaining effective internal controls, transparency, accountability, and compliance across the Foundation’s financial operations. Major Responsibilities Ensures that all payments comply with the requirements of local laws and regulations. Ensure timely, complete, accurate, and proper recording of all financial transactions. Assist in preparing project budgets. Ensure that all financial transactions are adequately and accurately supported by relevant supporting documentation and duly authorized by the appropriate authorized person. Reviews budget lines before processing a payment to ensure that expenses are approved and do not exceed the budget line. Responsible for the periodic preparation of internal and external reports related to the project. Preparing periodic budget versus actual variance analysis reports. Review fixed asset records. Maintains records of project-related expenses that cannot be invoiced or collected from donors and shares records with relevant members of management. Responsible for following up on the status of advances and loans and ensuring timely liquidation. Prepare reconciliation of bank accounts and accounts monthly. Ensures an appropriate archiving system for financial documents. Reviews and processes payroll and wage payments and ensures accurate and complete statutory deductions. Conduct field visits to monitor and suggest improvements to procedures and reports, if/when needed. Act as a single point of contact with other departments regarding assigned project issues and provides support to project management/staff regarding project financial matters. Facilitating the work of internal and external auditors by providing all required supporting documents, clarifications, and analyses. Assist with monthly financial and accounting closing. Any other duties assigned to him by senior management. Qualifications And Skill Requirements Bachelor's degree in accounting. 5 years' experience in Finance, Accounting & Auditing, preferably in NGOs. Proven management skills and competence in people management. Other Skills/Abilities Fundamental and advanced accounting knowledge Strong analytical, problem-solving and time management skills Sufficient leadership skills Ability to work on and improve accounting systems Sufficient knowledge in Microsoft applications Self-motivated, hardworking and self-starter Adequate communication skills and comfortable dealing with peers and all management levels Ability to establish and maintain effective relationships with peers and management Ability to successfully manage multiple tasks/projects and meet short deadlines Willing to work long hours as needed to meet deadlines and during peak periods Seek additional responsibilities as learning progression occurs Commitment to continuous development in professional/functional/technical skills Ability to quickly adapt to changes in policies, procedures, responsibilities and workloads Ability to work independently Committed to maintain high ethical standards, integrity and honesty Ability to maintain flexibility and positive relationships and composure, even under difficult circumstances

Requirements
