Planner I (Risk)

As a Planner I on the Environmental Review Team, you will evaluate complex land development proposals to ensure land is safe and suitable for intended uses. You will apply professional risk assessments, environmental guidelines, and municipal policies regarding safe urban growth near pipelines, railway corridors, and oil and gas infrastructure. This role collaborates across departments and with industry partners to solve unique planning challenges and support orderly growth. What will you do? Evaluate Land Development Applications (LDAs) for Area Structure Plans, Neighbourhood Structure Plans, Rezonings, Subdivisions, and Development Permits for environmental suitability and risk compliance Apply and implement recommendations from professionally prepared Risk Assessment Reports and technical studies Analyze Environmental Site Assessments (ESAs) and coordinate reviews with internal engineering teams, Alberta Health Services, and provincial regulatory bodies Negotiate with land development applicants and facility operators to resolve site-specific constraints, legacy issues, and policy compliance requirements Maintain and update internal databases, GIS records, and administrative guidelines, including Risk and Environmental Site Assessment guidebooks Provide technical planning expertise to broader municipal initiatives like the City Plan, District Plans, and Zoning Bylaw implementation Prepare comprehensive reports, bylaw packages, and presentations for City Council public hearings and answer technical inquiries Post-secondary degree in Urban Planning, Environmental Sciences, or a closely related field Minimum two (2) years of progressively responsible urban planning, environmental, or land development experience Assets: Registered Professional Planner (RPP) designation or eligibility for membership with the Alberta Professional Planners Institute (APPI) Skills required for success: In-depth understanding of municipal land development processes, environmental suitability evaluations, and risk management frameworks Proficiency using GIS mapping tools and CAD drafting software applications (e.g., Microstation, AutoCAD) to analyze site contexts Comprehensive knowledge of the municipal planning context, environmental suitability assessments, and best practices for safe development near pipelines, railway corridors, and oil and gas facilities Knowledge of applicable provincial environmental legislation, environmental assessment standards and processes, regulatory requirements (such as AHS, AEPA, and AER), and governing policies, Acts, and guidelines Strong technical communication skills to explain complex risk concepts clearly in written reports and public presentations Effective negotiation and conflict resolution techniques to balance competing land development objectives and regulatory boundaries Proven time management and prioritization skills to balance heavy, time-sensitive application workloads simultaneously Critical thinking skills to interpret technical reports and establish workable options for unique site challenges Collaborative mindset to build positive working relationships with internal teams, industry representatives, and government agencies Alignment to our Cultural Commitments and Leadership Competencies (https://bit.ly/4brRrXm) Embracing a culture of equity, diversity, reconciliation and inclusion Conditions of Employment: Applicants may be tested Work Environment: Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52 The weekly hours of work for this position are currently under review and may change at a future time. The Planner I evaluates complex land development applications for environmental suitability and risk compliance near critical infrastructure. They also coordinate with internal teams and regulatory bodies to resolve site-specific constraints and provide technical expertise for municipal planning initiatives.

Candidates must hold a post-secondary degree in Urban Planning, Environmental Sciences, or a related field. A minimum of two years of progressively responsible experience in urban planning, environmental, or land development is required.
