SCOPE: Reporting to the General Manager of Engineering, the Director, Transportation is accountable for planning, managing, building and maintaining transportation infrastructure and services to ensure Surrey residents and visitors can move safely, efficiently and actively through the city. This role includes strategic and pragmatic leadership in the planning, programming and development of a $1 Billion capital program that focuses on Council direction while balancing investment priorities and the operational needs of the City's transportation system to ensure Surrey achieves its vision of a thriving, green, inclusive city. The Director will provide vision, leadership and guidance to a team of highly engaged professionals within four sections: Policy and Planning: Transportation Infrastructure; Traffic Engineering and Road Safety; and Traffic Systems Operations, while working closely with the Director, Operations who oversees street maintenance and parking. In addition, this senior leadership role will collaborate with TransLink and Ministry Transportation and Transit on regional transportation investments in Surrey, regional harmonization, and key regional projects. RESPONSIBILITIES: Champion the City's commitment to service excellence by delivering responsive, effective, and forward-looking transportation services that meet the needs of residents, businesses, staff, and other stakeholders. Provide senior leadership, strategic direction, and oversight for the Transportation Division, ensuring priorities, programs, and services align with broader City objectives. Represent the City and provide leadership in relationships with regional transportation authorities, governments, agencies, and other partners to advocate for and advance transportation investment and expanded transit services that support Surrey's continued growth. Lead and oversee the implementation of key initiatives, priorities, and investments arising from Surrey's Transportation Plan. Develop and administer transportation policies, plans, programs, and strategies that respond to the City's evolving transportation needs and balance the interests of a diverse range of stakeholders. Provide strategic oversight of long-range transportation planning, annual capital programming, and capital and operating budgets, ensuring resources and investments are aligned with established priorities. Prepare and present complex reports, recommendations, and presentations to senior management, Council, committees, stakeholders, and the public. Provide overall leadership for human resources and labour relations matters within the Transportation Division, including recruitment, promotion, performance management, discipline, workforce planning, and employee development, in alignment with City policies and Human Resources practices. Lead, develop, and support a high-performing team, establishing clear expectations and ensuring services are delivered effectively, collaboratively, and with a strong client and community focus. Build and maintain effective relationships across the organization and with external partners, agencies, stakeholders, and community interests to advance shared objectives and optimize service delivery. Perform other related duties and responsibilities consistent with the scope and seniority of the position. QUALIFICATIONS: Bachelor's degree in civil or Municipal Engineering from a recognized university, or a master's degree in a related engineering discipline, combined with a minimum of 12 years of progressively responsible related experience, including at least five years in a management or senior leadership capacity within the public and/or private sector. An equivalent combination of education, training, and experience may be considered. Current registration, or eligibility for registration, with Engineers and Geoscientists British Columbia (EGBC) as a Professional Engineer (P.Eng.) or Limited Licence holder. Professional Traffic Operations Engineer (PTOE) certification and membership in good standing with the Institute of Transportation Engineers (ITE) are considered assets. Extensive knowledge and experience in transportation planning, traffic engineering, and the functional design of road and traffic signal infrastructure, including associated methods, practices, techniques, and technologies. Comprehensive understanding of multimodal transportation systems within a complex urban environment, including pedestrian, cycling, transit, and vehicular transportation networks. Thorough knowledge of municipal engineering and administration, applicable legislation and WorkSafeBC requirements, and relevant municipal policies, bylaws, procedures, plans, and strategies. Demonstrated expertise in long-range transportation planning and the integration of new development into existing and planned transportation networks. Proven ability to interpret and apply collective agreements, with significant leadership or management experience in a unionized environment. Strong political and business acumen, with a demonstrated understanding of the complex challenges, competing priorities, and opportunities facing a growing municipality. Proven ability to establish and maintain collaborative partnerships and productive working relationships with government agencies, regional partners, community stakeholders, consultants, and other external organizations. Demonstrated ability to influence, collaborate, and work effectively with stakeholders at all levels of an organization, including navigating complex and competing interests and priorities. Exceptional organizational, planning, prioritization, and decision-making skills, supported by advanced analytical and critical-thinking abilities. Requirements

Requires a bachelor’s degree in civil or municipal engineering, or a master’s degree in a related engineering discipline, plus at least 12 years of relevant experience, including five years in management or senior leadership; equivalent combinations may be considered. Candidates must be registered or eligible for registration as a Professional Engineer or Limited Licence holder with EGBC and bring extensive transportation expertise, municipal and unionized-environment leadership experience, and strong stakeholder, analytical, and decision-making skills.
