About the role
Job Description: HR Project Partners is currently accepting resumes for a Manager of Marketing, Communications and Public Education on behalf of one of our clients, MMSB (Multi-Materials Stewardship Board).
Reporting to the Chief Executive Officer (CEO), this position is accountable for providing overall leadership and management related to marketing and public education programs with responsibility for communications, strategic planning, program development, implementation and management, as well as providing supervision of the marketing and public education team. This position supports MMSB in fulfilling its core public education mandate by managing the development and delivery of timely and relevant programs and resources with a focus on providing waste reduction and recycling information to the public, Regional Waste Management Authorities, and stakeholder groups (e.g. schools, businesses, municipalities and community groups). The incumbent provides senior professional advice, specialized knowledge and leadership, and participates along with the two Directors in making planning and policy recommendations to the CEO, Board, and Minister. This managerial role manages the external and internal communications program for MMSB, developing and managing public relations campaigns and initiatives and acts as the first point of contact for the media. It is also responsible for the development and management of the Marketing and Public Education budget and oversees the procurement process for the Advertising Agency of Record (AOR).This position manages all aspects of the relationship with the AOR.
The incumbent functions with a considerable degree of independence and initiative and works closely with the CEO and Directors to ensure marketing, public education, and communications activities align with MMSB’s mandate and strategic plan.
This is a 9-month contract from August to April, located in St. John’s, NL. It is classified as a HL-24
Essential Job Functions: Develops the strategic framework, policies, and plans for MMSB’s marketingand public education activities, ensuring that all initiatives are in line with overall organizational goals and objectives. Develops communication framework and policies governing all communications advice, standards, programs, and services for MMSB. Liaises and coordinates with the Communications Directors of government departments to apprise them of overarching communications and public relations items and topics. Monitors, analyzes, and reports on the effectiveness of public education and marketing programs, and proactively develops recommendations for consideration of the CEO. Oversees and manages the development and implementation of MMSB’s public education and marketing program, including project planning and development; presentations, promotional, and education materials; social media content strategies, creative design, and copywriting. Develops and manages the marketing and public education budget. Manages all aspects of the relationship with MMSB’s AOR from the procurement/selection process of an AOR to initiating and managing projects, initiatives, and campaigns MMSB has contracted with the AOR to complete. Works with MMSB’s AOR to identify and implement research strategies and methods to support the continuous improvement and development of marketing and public education programs. Prepares analysis, assessments, and recommendations to brief the CEO. Manages the development of public education and marketing materials and resources to support MMSB’s diversion and education programs, objectives, and mandate. Provides overall leadership by developing and managing relationships with MMSB’s stakeholder groups and communicating MMSB’s mandate on waste reduction and recycling. Provides overall leadership and management in the development, implementation, and maintenance of MMSB’s online public education tools and resources and promotes MMSB as a leading authority on waste reduction and recycling. Manages and oversees the development and management of public education and marketing activities to support the objectives of MMSB and its core diversion programs. Represents MMSB and the Board on various internal and external committees at the municipal, provincial, and national levels and oversees MMSB’s participation at industry and stakeholder conferences and tradeshows. Provides performance measurement and management oversight to ensure that goals and objectives of marketing and public education programs are met and supervises the work of the marketing and public education team by assigning and reviewing work, and ensuring work is accurate and completed on a timely basis. On behalf of MMSB, liaises with media regarding public education programs and marketing initiatives. The position is also responsible for overseeing and responding to media inquiries. Performs other duties as required.
Education and Experience Requirements: Graduation with a degree from an accredited university with a concentration in marketing and/or public relations, supplemented by a minimum of five years of experience in a corporate public education and information environment.
Knowledge, Skills, & Attributes: Excellent written/oral communication and presentation skills. Experience in liaising with media and external stakeholders to deliver key messages and respond to inquiries. Demonstrated creative, research, and analytical skills. Knowledge, understanding, and experience in the application of education theory, principles and practices at the primary, elementary, and high school levels. Familiarity and skills with website development, market research, creative services, and graphic design. Experience in social media strategy and content management. Experience in AOR relationship management. Ability to articulate complex information in a relevant and concise manner. Strong ability to manage projects and multi-task in a fast-paced environment. Excellent interpersonal skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team. Proficient in Adobe Creative Suite (including Photoshop), Microsoft Word, PowerPoint, and Excel.
Working Conditions MMSB provides a collaborative work environment and supports continuous improvement initiatives in its employees. The workweek is Monday to Friday from 8:30am to 4:30pm, including a one-hour unpaid lunch break. Overtime and irregular work hours may be required, reimbursed via time off-in-lieu of overtime hours worked, providing mutual agreement is reached between management and the employee. Use of own vehicle may be required at times and employees are reimbursed in accordance with policy. Occasional travel outside St. John's may be required for site visits and meetings.
