Reports to: Manager, Early Years System In this role you will Supervise 4 Early Years Specialists What you will do in this role: The Supervisor leads a team that support the economic viability of the Early Years System in Peel. The Supervisor is accountable to implement evolving service supports to Peel’s Early Years and Child Care (EYCC) System. The portfolio the Supervisor will be responsible for is Early Years and Child Care System where they work in partnership with service providers to support high-quality programs and services for children and families. Supervise a team of staff who support regulatory requirements and service delivery standards through policy and program development, direct community involvement and support of evolving early years and child care system plans and evolving provincial and local funding and program policies Responsible for hiring, coaching, motivating, developing job objectives, disciplining, managing performance and assigning/delegating work to staff within the section Supports mandated role of service manager to assist providers to further strengthen their capabilities in relation to matters such as governance, financial/operational management and the planning and delivery of programs and services Works within the parameters of the provincial policies and guidelines to support compliance with various acts, regulations and program standards Provides subject matter expertise and operational supports for various Provincial and local EYCC funding programs including Fee Subsidy and Special Purpose funding opportunities including policy development, technology, application reviews and allocations, funding recommendations and onboarding of new agreements with providers Collaborates with various community agencies and other partners to build the integrated capacity of service providers, implement quality enhancement, capacity building initiatives that support early years staff in delivering high quality and inclusive programs and implementation of Provincial and local policies and priorities Implements EYCC system priorities in accordance with the Regional Strategic Plan and other community plans, with a view to providing a continuum of supports and holistic integrated services Assists in the collection of information/data required for business performance measures, performance targets and overall operational objectives for the Early Years System Resolve issues, such as centre closures, shares transfers, asset sales, emergency situations, complaints escalated from reporting staff, clients and providers as they emerge Prepares reports, briefing notes and related written communication, as requested Responds to Councillor inquiries and complaints ensuring information is accurate and delivered within acceptable time frames Accountable for liaising with internal partners who share service system manager responsibilities and overseeing work that supports EYCC service system management to ensure it is conducted in accordance with provincial and local requirements and supports the ongoing transformation of the EYCC system to meet the changing needs of families and providers in Peel Recommends funding allocations and distribution, in line with provincial and local policies, to support overall economic viability of service providers Provides input on the sectional budget Represents the Region of Peel on various internal and external Committees and events related to early years and child care What the role requires: A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted). A Degree or Diploma in Early Childhood Education or within the Human Services field plus five years of related work experience Three years of direct leadership or supervisory experience Thorough knowledge of legislation that directs and supports the delivery of Human Services programs and services such as the Child Care and Early Years Act, the Child and Family Services Act, the Municipal Freedom of Information and Protection of Privacy Act and the Not-for-Profit Corporations Act Demonstrated knowledge of the changing nature of the EYCC system, as it impacts the transitioning roles and responsibiities of service managers, EYCC providers and agencies and ability to proactively reconfigure program requirements to support overall economic viability Working knowledge of best business practices of non-profit boards and owner-operator businesses Strong ability to collaborate with community partners, agencies, parents, other levels of government and service providers Sound judgment and critical thinking abilities Effective decision making skills in order to provide recommendations or conclusions Professional acumen and ability to manage sensitive and politicaly charged issues issues using tact, diplomacy and political acuity Demonstrated ability to foster a holistic approach to customer service as it relates to the support of stakeholders, clients and direct reports with the ability to present information in a sensitive and effective manner Combination of education and experience may be considered Skills/Abilities: Familarity with operational budgets Excellent communication skills Strong facilitation and presentation skills with the ability to deliver information to to a wide range of audiences Ability to collaborate with multidisciplinary teams and evaluated trends to inform planning.
