The Office of Diversity and Equal Opportunity (ODEO) within DEED provides comprehensive legal compliance services to program areas and partners across Minnesota’s workforce system—helping fulfill federal and state obligations under Workforce Innovation and Opportunity Act (WIOA), Americans with Disabilities Act (ADA), nondiscrimination, and equal opportunity (EO) laws while fostering a culture centered on equity and inclusion. The Equal Opportunity Compliance Manager supports this mission by overseeing DEED’s statewide equal opportunity compliance activities, providing expert legal and policy guidance, and ensuring consistent implementation of EO, ADA, affirmative action, and nondiscrimination standards across all programs and partner organizations. In this role, you will manage WIOA Section 188 compliance, coordinate EO monitoring of Local Workforce Development Areas, develop and maintain DEED’s Nondiscrimination Plan and EO policy manuals, and lead investigations of external discrimination and program complaints. You will provide training, technical assistance, and consultation to DEED leaders, staff, local partners, and grantees; collaborate on ADA and accommodation procedures; support development of DEED’s Affirmative Action Plan; and identify compliance gaps and corrective actions to ensure equitable access and outcomes for all Minnesotans. This position will be based out of the St. Paul office and may be eligible for some telework. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs. This position requires quarterly statewide and occasional overnight/out-of-state travel a few times per year. Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Three (3) years of experience* in each of the following: Applying federal and state equal opportunity and nondiscrimination laws, including ADA, Minnesota Human Rights Act (MHRA), Civil Rights Act, and Rehabilitation Act; Conducting compliance monitoring, audits, or onsite reviews to assess organizational or program adherence to EO requirements; and Conducting impartial investigations, including interviewing parties, analyzing evidence, and writing investigation reports. Bachelor's degree in civil rights, sociology, public policy, employment law, data analysis, program administration, business administration, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience Applicants that meet the above minimum qualification will be further evaluated on the following: Experience collecting, analyzing, and interpreting demographic or program data to identify patterns, gaps, or disparities. Skill in communication sufficient to explain complex legal or policy requirements to varied audiences. Demonstrated ability to work effectively with diverse stakeholders to manage conflict, maintain confidentiality, and navigate sensitive situations. Ability to manage multiple priorities and deadlines in a regulatory or compliance-focused environment. Preferred Qualifications Experience with WIOA compliance (Section 188 a plus), including monitoring local workforce areas or preparing state or regional plans. Experience developing and delivering training or technical guidance on compliance, EO, ADA, or accessibility topics. Experience administering or supporting ADA pregnancy and/or religious accommodation processes in collaboration with managers, HR, and employees. Experience providing lead work direction or coordinating activities of staff, partners, or program areas. Experience drafting, revising, or maintaining nondiscrimination, ADA, accommodation, or harassment policies.
